Indonesia Police – Hong Kong – The International Relations Division (Divhubinter) of the National Police and the Hong Kong Police signed a memorandum of understanding (MoU) regarding the deportation of fugitives for transnational crimes.
The police to police agreement is expected to facilitate the repatriation of fugitives who have fled to and from Indonesia-
Hong Kong.
“As a response to transnational crime, we also want to make efforts to accelerate the handling of transnational crime through police to police (P-to-P) cooperation. Meanwhile, the mechanism of mutual legal assistance (MLA) and extradition can be used as a last option,” explained the Head Inspector General Krishna Murti’s Hubinter Division, quoted from detikcom, Wednesday (21/12).
The signing of the MoU was held at the Hong Kong Police Headquarters, Monday (19/12/2022).
Present at the meeting were Assistance Commissioner Chung Wing-man, Acting Director of Crime and Security for the Hong Kong Police, and the Indonesian Consul General in Hong Kong, Ricky Suhendar.

Krishna said the MoU is not everything in efforts to return fugitive perpetrators of transnational crimes.
However, with this MoU, the two police forces have a moral obligation to obey and respect what has been stated in the memorandum of understanding.
The signing of this MoU is an important moment which will be a milestone for the cooperation between the National Police and the Hong Kong Police in the future.
With this MoU, it is hoped that the exchange of information regarding fugitive perpetrators of transnational crimes will also become easier.
“For example, when the Police need assistance to prevent the entry of fugitives to Hong Kong, the Hong Kong Police can immediately provide assistance to the Police, and vice versa,” added the former Dirkrimum Polda Metro Jaya.
Krishna continued, this MoU is an important step for both parties to ensure the safety and security of the people, nation and state territory.
This MoU also marks an important step to strengthen police to police cooperation in preventing and overcoming transnational crime, as well as building a comprehensive framework for cooperation on several other important issues.
“We will continue to discuss several important issues and set our priorities, in line with the main goal of our cooperation, namely preventing and tackling cross-border crime, and looking forward to the results that can be implemented in the future,” he explained.

Training Program Cooperation
During the meeting, the National Police also provided opportunities for the Hong Kong Police to take part in several educational and training programs, both technical and managerial in terms of capacity building, for example the National Police Sespimmen.
This is because the National Police also specializes in reducing the number of terrorism crimes.
The National Police also offers UN Certified Development Course training, which is organized by the National Police in collaboration with the United Nations.
In this regard, the National Police will also send personnel to the Hong Kong Police Police School to attend education/training according to the needs of the National Police.
“We are open and welcome the Hong Kong Police who wish to take part in this course and training,” added Krishna Murti.
For information, Inspector General Krishna Murti within one month has signed cooperation agreements with a number of police in Southeast Asia, including the Papua New Guinea Police, the Royal Malaysian Police (PDRM), the Philippine Police and Malaysia.
After leaving Hong Kong, Krishna Murti will head to Tokyo to explore police to police cooperation with the Japanese Police.
