NGO Head in North Jakarta Arrested for Extorting Police Rp 2.5 Billion

Jakarta – A community social organization (NGO) in Central Jakarta is feeling the police.

The head of the Tamperak NGO, Kepas Panagean Pangaribuan, argued that he had blackmailed a member of the Menteng Polsek with the initials HW to make clothes.

He blackmailed and threatened HW to immediately send money worth Rp 2.5 billion.

“Under the pretext of making one million NGO clothes, of which one shirt costs Rp. 250 thousand, you have to pay at the same time,” said Pol Kombes Hengki Haryadi when the case was released at the Central Jakarta Police, Kemayoran on Friday (11/26/2021).

Of the Rp 2.5 billion requested, bargaining took place so that it dropped to Rp 250 million.

The police officer then transferred a total of Rp 50 million.

Feeling lacking, Kepas also asked for the remaining money as soon as possible.

“Before that happened, we had made arrests at the secretariat office in South Jakarta,” he said.

The police arrested Kepas (35) and another NGO member with the initials RM (46).

Hengki revealed that Kepas extorted money from HW in fact not to make NGO clothes.

The money was used to pay off debts, buy washing machines and other electronics.

“We have confiscated the extortion proceeds,” he said.

As a result of his actions, the perpetrators were charged with multiple layers of articles from Article 368 of the Criminal Code, 369 of the Criminal Code and Article 27 (4) of the ITE Law with a criminal term of 6 years in prison or a fine of Rp. 1 billion.

“And it will be added with suspicion in the Money Laundering Law,” said Hengki.

The head of the Tamperak NGO, Kepas Panagean Pangaribuan often acts violently in a number of state institutions.

When he arrived, Kepas’ actions were accompanied by blackmail and threats.

The police then arrested Kepas while blackmailing a member of the Menteng Police with the initials HW.

The blackmail incident began when Kepas and three other people came to the Menteng Police Station on September 19, 2021 at around 16.00 WIB.

“There are NGO members who bring equipment to record, there are also those who extort HW,” said Hengki.

This act of extortion was carried out privately.

The HW leadership was not aware of the problem.

It is known, the Central Jakarta Police formed a task force for robbers whose members are spread across the police stations.

HW is a member of the robbery task force at the Menteng Police.

The robbery task force managed to arrest five perpetrators of the robbery who killed a Basarnas employee with the initials M.

One of the five perpetrators was separated because they knew the whereabouts of the main perpetrator who had fled.

The other four suspects tested positive for drugs.

However, the police did not find any evidence so they were transferred to a rehabilitation center.

Kepas considers HW to ask for Rp. 10 million from the suspect’s family.

Starting from that case, he said there was a procedural error. Kepas also threatened that the case would go viral if he did not provide the requested money.

In fact, the police officer was questioned at the Polda Metro Jaya Propam and no SOP violations were found.

“It is considered that this Kepas violated the SOP so that it became an object of extortion,” concluded Hengki.
